Essential health benefits: The ACA requires all health insurance plans to cover essential health benefits, including preventive care, prescription drugs, and mental health services. Limits on out-of-pocket costs: The ACA also includes limits on the amount individuals can be required to pay out-of-pocket for healthcare services. In 2021, the maximum out-of-pocket limit for individual plans is $8,700 and for family plans is $17,400.
Medical loss ratio (MLR) requirements: The ACA requires health insurance companies to spend at least 80% of premium dollars on medical care and quality improvements. This has helped prevent insurance companies from raising premiums excessively.
Overall, the ACA has helped to slow the rate of health insurance premium increases. According to a study by the Urban Institute, premium increases slowed significantly after the ACA was implemented. Additionally, a report by the Centers for Medicare and Medicaid Services (CMS) found that premium increases in the individual market slowed down between 2014 and 2019. While there have been some fluctuations in health insurance costs since the ACA was implemented, many Americans have been able to access more affordable healthcare as a result of the law’s provisions.
